Article I: Our Name
Section 1. The name of our organization shall be Federation of College Republicans. It shall be known throughout this document as FCRUC.
Article II: Our Purpose
Section 1. To make known and promote the principles of the Republican Party, including the values of limited government, freedom, and traditional American values, to the students of Ursinus College.
Section 2. To recruit students as members of the FCRUC and Republican Party, encourage members to be active in FCRUC, and to help students become members of other allied organizations.
Section 3. To aid in the election of Republican candidates whom the FCRUC members vote to endorse.
Section 4. To develop the political skills of FCRUC members for future service to the party and community.
Article III: Our Membership
Section 1: Student Membership
1. Any Ursinus College Student is eligible for membership regardless of race, ethnicity, religion, age, sex, sexual orientation, or disability.
2. Membership in good standing is determined by filling out a membership form with FCRUC. The secretary of FCRUC will keep the membership forms. The information that will be required is no more than first and last name, phone number, mailbox number, other campus organization affiliations, and positions held in other campus organizations.
Section 2: Our Honorary Membership
1. Alumni, faculty, staff and others may be honorary members, as the executive board shall deem appropriate.
2. The Executive Board of FCRUC may by a majority vote, honor any person or persons with honorary membership.
3. An Honorary membership may be revoked by a majority vote of the student membership.
Section 3: Our Voting Privileges and organizational procedures.
1. Executive Board
A. The Executive Board shall consist of the President, Vice-President, Secretary, Treasurer, Political Director, and the appointed officers.
B. The Executive Board shall meet as called by the President.
2. Student members
A. No motions from the floor will be voted on unless there is at least fifty percent of the registered members in good standing including the Executive board present for the vote.
B. If fifty percent of the registered members in good standing are not present, the motion will be voted on at the next meeting, which will be held no earlier than one week from the date of the original motion, regardless of the attendance at the subsequent meeting.
C. At anytime that the majority of board members votes that in the best interest of FCRUC a vote on a motion should be postponed until the next meeting, the Executive board may exercise this privilege.
3. Honorary members
A. Honorary members are
non-voting members.
B. Honorary members will not directly benefit from funding received from the
activity fee allocation committee.
4. General meetings
A. A General meeting may
only be called by the President, and must be no earlier than one week from notification.
B. Notification of all FCRUC events, and general meeting, must be sent out,
via e-mail in less than twenty-four hours of the time announced.
C. The President or Vice-President must be present for the meeting.
D. Any registered student member of FCRUC in good standing may call a meeting if it pertains to the impeachment of an officer, but all procedures outlined in Article VII must be followed.
3. Special meetings
A. The President may call a special meeting with twenty-four hours notice in case of a situation that requires immediate organizational attention, and is in the best interest of FCRUC and all of its members.
B. No motions or matters may be voted on or discussed that have been brought before a prior general meeting.
C. All votes and discussion at the special meeting must pertain to the specifically stated purpose of the meeting.
E. Notification of special meetings must be done immediately, via e-mail and phone calls, and word of mouth. Every effort must be taken to notify every member.
Article IV: Our Dues
Section 1. At no time will a payment of a monetary value be requested or required from any perspective student member or honorary member to gain or continue membership in FCRUC.
Article V: Our Faculty Advisor
Section 1: FCRUC's faculty advisor will be an honorary member and will be held to guidelines set forth in Article III. Section 3 part 3 subsection A and B.
Section 2: The faculty advisor will be welcome at every meeting and may participate in every event that FCRUC sponsors or partakes in.
Section 3: The role of the faculty advisor will be to support and guide the FCRUC in fulfilling its purpose.
Article VI. Our Officers
Section 1: The officers of FCRUC shall be: the President, Vice-President, Secretary, Treasurer, and Political Director.
Section 2: The officers shall be elected at a regular FCRUC meeting in the Winter term prior to the PFCR Annual Convention. The officers shall assume office at one minute after Midnight on the day following the election.
Section 3: Notice of the election of officers must be reasonably made at least two weeks prior to the election, except in the case of when a vacancy occurs during the term, then one week notice must be given.
Section 4: Any FCRUC member in good standing may make Nominations for candidates for FCRUC office from the floor.
Section 5: Officers will be elected by a majority vote of those members present and in good standing with FCRUC.
Section 6: Vacancies occurring among the officers shall be filled at the next regular meeting after such vacancy occurs. If the vacancy occurs with the President, then the Vice-President shall become the President and the vice-presidency will remain vacant until the election of the vacancy shall have been held for the vice-presidency. Reasonable notice must be given of the vacancy and election and rules of election stated in Article VI, Sec. 3,4,5 shall apply.
Section 7: The duties of the officers shall be as follows:
1. The President shall preside over all meetings of the FCRUC and any meeting of its Executive Board. The President shall represent FCRUC in any official capacity, and shall oversee the administration of FCRUC and appoint any officers, ad hoc, as shall be deemed necessary for the well being of the FCRUC.
2. The Vice-President shall preside and represent FCRUC in the absence of the President, and will also succeed the President if a vacancy should arise in that office. The Vice-President will work to improve recruitment, help conduct voter drives, facilitate good communication with the PFCR and the College Republican National Committee.
3. The Secretary shall prepare minutes of the meeting, prepare an agenda for the meetings, and shall keep a database of the members and alumni. It will be the responsibility, in conjunction with the other officers, to ensure notification is made of upcoming meetings, election, and other events to all members and others as necessary.
4. The Treasurer shall keep
financial statements, receive and distribute funds (in conjunction, and shall
coordinate all fund raising activities.
5. The Political Director shall coordinate all special events, and is the primary
contact with all the campaigns and candidates. The Political Director will,
along with the President, make a schedule of meetings, events, and speakers
and have it published at least a month prior to the start of the next term.
6. The President of the FCRUC may assign other duties to officers, if they are deemed necessary for the well being of the FCRUC.
Article VII. Impeachment
Section 1. Any officer may be impeached for failure to perform his or her prescribed duties properly and in good faith after being notified about the impeachment in writing at least two weeks prior to the meeting at which the impeachment will be considered. Any candidate for impeachment shall be given an opportunity to address the federation prior to a vote. Upon a two-thirds vote of members present and in good standing, an officer shall be removed from his or her position. The position shall remain vacant until the next regular meeting when an election to fill the vacancy shall be held. The removed officer may seek election to fill the vacancy, as may any other Association member in good standing, rules set forth by Article VI. Sections 3,4,5,6 shall apply.
Article IIX. By-laws
Section 1.The Executive Committee shall have the full power to pass by-laws concerning the organization and good-government of the Association. Such by-laws are subject to ratification at a General meeting.
Section 2 By-laws may be adopted or amended by a simple majority vote at a General meeting.
Section 3. Where a by-law conflicts with this constitution, the constitution shall prevail.
Article IX: Amendments
Section 1. Amendments to this constitution shall be made at an Annual meeting or special General meeting called for that purpose.
Section 2. Notice of an amendment shall be received by the Secretary and the President of this Federation not later than ten (10) days prior to the Annual meeting or special General meeting called for the purpose of amending the Constitution
Section 3. No amendment shall be carried unless received by a two-thirds vote of the members present and in good standing.
Article X. Effective Date
Section 1. This Constitution shall become effective with ratification by a majority at the first general meeting, and a copy shall be kept as the official chartering record of this organization at the National Headquarters of the College Republican National Committee in Washington, DC.
Section 2. This constitution, upon ratification shall supersede all previous constitutions of the FCRUC.
